Should trailers that feature scenes not included or drastically altered in the final movie be considered as false advertising?

I was just watching a whatculture.com video about Rogue One and it mentioned the controversial trailer that featured extensive footage that was replaced or cut when the movie was released.

So should this be false advertising? Should it be held up in a similar way to any other deceptive or misleading sales practices or does the fact that it’s for a movie give it a pass?
