Battle Royale - thoughts on the premise (spoilers)

Watched Battle Royale for the first time over the weekend. Incredible flick - everything I was expecting from the movie Tarantino calls his all-time favorite. But one detail seemed a little odd. According to the movie’s prologue (and the teacher’s answer to one of the kid's questions) their class was randomly selected to participate in the Battle Royale. The BR Act was written to help curb juvenile delinquency though. So doesn’t it seem awful coincidental that this class - clearly one of the "delinquents" (history of skipping class all together and one student attacking a teacher (causing him to leave the school)) - gets chosen... and the teacher comes back to watch them all die (potentially)? Maybe I'm overthinking it? Regardless, I'm already looking forward to another rewatch :)
