I’m looking for a specific type of scene where characters whose power is repeatedly emphasized in the movie interact briefly with people who are much more powerful than them.
This wouldn’t be a scene where one powerful major character is used to introduced another, more powerful, major character, the latter character would only make a minor onscreen appearance, and the entire point of the scene would be alluding to unseen levels of influence offscreen.
Here are some examples.
The scene in Training Day where Alonzo meets with “the three wise men” three powerful and similarly corrupt figures in LA law enforcement at a restaurant. The whole movie we see him as this badass, cocky, corrupt veteran LAPD detective, but in this scene he has to completely kiss these guys’ asses, and they barely take him seriously.
The scene in Guardians of the Galaxy where Ronan has to grovel before Thanos.
This is a tv example but the scene in Boardwalk Empire where Nucky meets with Andrew Mellon
