If inconsistent movie and television sound balancing is frustrating you then please take a look at the Aftermaster.
I backed it on indegogo years ago and didn’t expect it to be as good as it actually was. I am in no way affiliated with them, just genuinely impressed.
The device connects between your input and the tv and ‘re-masters’ the audio making louder noises and very quiet noises more similar levels. There’s a demo on the site. I didn’t really think it added much to music but it just smashed the tv/movie audio.
