What makes a movie “indulgent” and is that a bad thing?

When “Once Upon a Time in Hollywood” came out last year, I remember watching the Jeremy Jahns’ review on YouTube. Needless to say, he wasn’t a big fan calling it “indulgent.” What does it mean for a movie to be “indulgent?” Is this a term only applied to auteur directed movies such as those by Tarantino, David Lynch, Darren Aronofsky, etc.? Are there moments when a movie being “indulgent” is a good thing? Can this term be interchanged with “pretentious?”
