My personal favourite would be Lord Shen from Kungfu Panda 2. He just ticks all the boxes. His design is beautiful, badass and intimidating at the same time. He's a confident maniacal dark lord who still manages to somehow be pitiable. We know that he's messed up peacock, even from the start but I still felt sympathy for his hurt about his parents banishing him even though he committed genocide they were completely justified and he's also not constantly moustache twirlingly evil, he let the soothsayer go freely instead of locking her up or punishing her. He's an effective antagonist as he is in opposition to Po regarding the theme of the movie (inner peace) and he's a constant threat whose action before and during the movie directly affects the plot and puts Po on edge. IMO, he's way scarier than Tai Lung or Kai. He also has some pretty great lines, especially "It's your parting gift,in that it'll part you; part of you here, part of you there, and part of you way over there staining the wall!"
