How difficult is it to get a film greenlit with or without the backing of an A-list star or director?

Often we hear some actors have passion projects; that they'll do a certain studio film or film a sequel to a popular film they were previously in just so they could get the backing to do a film of their own choosing, more than likely some indie film or a project that isn't so crowd-pleasing.
