Sokovia Accords in MCU disingenuous at the core?

Ok. So I was watching Captain America: Civil War for the Nth time, and something occurred to me. More importantly, pardon me if this has been brought up before. Isn't it a bit... hypocritical for Wakanda to be pushing and supporting the Sokovia Accords, considering they do everything that is being complained about regarding the lack of oversight for the Avengers?

Wakanda is a country with the largest supply of Vibranium. And they believe that they alone should regulate this very valuable, and dangerous material. They also have advanced technology that they believe only they are qualified to regulate, as opposed to there being a world organization in oversight of the distribution of this technology. They also have a superhero who has violated the sovereign rights of other nations in pursuit of an agenda that applies only to them (or to just the Black Panther himself, as is his pursuit of Bucky Barnes). The first time we see the present day version of the Black Panther in his own movie, he is conducting a mission in some country OTHER than Wakanda, just so he can tell the woman he loves that he wants her at his coronation.

So for Wakanda to stand up and say "What happened to our people is horrible. We need oversight for the Avengers" seems more like a magician saying "Look at my left hand everyone. Lookie here. Just keep ignoring my right hand."
